My indirect sources in HK - not Jay - believe that the central government delayed until the end of December taking control.

The Hubei provincial government initial concealed the extent of the problem. Xi initially supported that view. On January 7, Xi took over by putting a second-in-command in charge. Thereafter, Xi was aware of all developments.

Xi may well have panicked and thereafter acted foolishly. He should have been transparent, shared data, etc. Instead, he allowed transport of the virus to the West. And blamed the US.

Xi and China will suffer for their errors and misdeeds. The Standing Committee may regret giving Xi such unprecedented power. I don’t know to what extent, but the loss of face is significant.
