Tuesday January 27, 1:18 pm Eastern Time RESEARCH ALERT - Cost Plus upgraded NEW YORK, Jan 27 (Reuters) - Piper Jaffray said on Tuesday it raised its rating on shares of Cost Plus Inc to buy from neutral based on valuation. -- Analyst Alan Rifkin said in a research note company's stock price has declined despite the fact that there has been no significant change in Cost Plus fundamentals.
