Re infrastructure - for broadband, there are already mechanism in place to improve this:

I own a rural telecom that benefits from A- CAM funding. With A-CAM, grants basically cover the Capex provided that the findet Company meets several end goals in terms of connecting houses with broadband. No brainer for companies involved. I own some NUVR which greatly benefits from this.

Remote learning is really no replacement from the real thing, imo. My son is currently being taught via online, since the school is physically closed and given the abysmal COVID-19 numbers in our state (MA), it looks like it will remain that way. Well, the is in high school and barely hanging in there, imo.
Now imagine you have middle school or even worse elementary schools kids trying to learn online while parents are out working. These kids are just not ready for this mentally and they are missing out on social aspects of the school.

I can see remote learning being supplementary or being done on the ever do popular snow days on winter, but I just can see kids learning remotely with good results. Even a lot of college students fail at it.
