As discussed over a rather long period, and had always been watching for signs that government borrowing rate rising, as conjectured by some, that i do not expect such rate drop to be likely, and I certainly see no such signs. Maybe am looking in the wrong places. Maybe the prognosticators meant negative-rate rising?

Long wait getting longer still, a guess.
