No, they've been doing quite a nice job of it all these years all by themselves, in-house.

Btw, I go to my local USPS office nearly every day and have a wonderful relationship with my local postmaster and all her very professional staff. I'm a regular, and they knew me even the first time with my mask on. If every local office and its carrier system was run like mine, the USPS would be in the green and loved by everybody. But they aren't.
