No, Congress did not agree on that. Democrats in the House believe that contrary to all evidence. That evidence is now coming out with the Durham investigation and it is quite damning to the Democrats and all of the shills they put in place to harass President Trump. The facts are that Mueller knew there was nothing to the allegations within months of the beginning of his inquiries, but he kept the charade going for the next two years anyway. This was all a travesty of justice and an abuse of power by Obama all the way down. It is quite likely that some of the perpetrators will go to jail before this is all over. Comey, Stokz, McCabe, Brennan, Clapper, etc. Those names will not be forgotten and will be reviled in the history books for the damage they have done to our justice system, the FBI, the DOJ, and to our electoral processes.
