The reason may be that 4 platter market is small and does not warrant the additional overhead on chips because the same chips used for 4 platter drives will be used for 1, 2 and 3 platter drives. To have ASIC chips for 4 platters require larger die size and therfore slightly higher cost. And, the major volumes are in the 1-, 2- 3- platters.
I would hope that someone can give better reason.
