it's good to have numbers to review.
seems to me that trump has intentionally decentralized the
emergency response to covid19 as much as possible. this
has created a problem for test comparisons, as different localities
seem to be using different tests, though i'm not sure this is true.
when making comparisons it is very important to know if the
tests are truly comparable (apples vs. apples), because if not
the interpretations are faulty and likely misleading.

another example of test result complication is that, in
my rural community, mass free testing was available for the
first time this weekend. this is likely to result in a 'dramatic
increase of covid19' that suggests an increase in covid19 spread.
however, covid19 may not be increasing, the rate of infection
might, actually, be constant or even decreasing.

decentralization of emergency response seems to increase confusion.
