Amount of Upfront Payment

The amount of the upfront payment required to bid on a particular license(s) has been calculated in three tiers, based on the population ("pop") figures for the BTA(s), and adjusted to take into account the spectrum bandwidth that is being licensed in frequency block A and in frequency block B.

The formula utilized to calculate upfront payments is as follows:

Frequency Block A

Over 1,000,000 -- $0.90 per pop

100,000 - 1,000,000 -- $0.60 per pop

Under 100,000 -- $0.30 per pop

For Frequency Block B, it is 10 percent of these amounts (nine cents per pop, six cents per pop, and 3 cents per pop).

The upfront payment is not required for every single license an applicant shows an interest in. It simply means that if an applicant submits an upfront payment that qualifies him for L.A., he can bid for L.A. in a given round, but NOT L.A. and Chicago. Alternatively, the bidder can bid for Chicago in a given round, but NOT L.A.
