LOL! You could say that if they'd gone from one test to two tests! We should have been doing them for two months now, on a much larger scale! It's meaningless. The real measure is tests per capita. Texas totally sucks there, for a big, rich state.

I'd say, it's fucking RAINING!:

Texas has the nation's largest economic stabilization fund (ESF), commonly called a “rainy day fund.” The state's ESF balance at the close of fiscal 2016 was $9.7 billion.
