Earth walls for dams more often that not rely on their Clay core to prevent the passage of water passing through due to the cohesive nature of clay. If there should be a weak spot in that core, for some reason, and the head of water pressure is at its maximum, then it can happen that a small "leak" can quickly develop into a catastrophic failure.

A better option for that core is a weak concrete mix that is placed and rolled, layer by layer, with fill on either side of it. In that way one ends up with a permanent impermeable core to the wall of the dam.
