I made masks using three layers of cloth. The two outside layers are plain cotton and the inside layer is flannel. The person in the YT video I used for instructions said that method was govt approved. Don't know if that is true or not, but I feel safe enough using them.

I would think using butter fleece for the inside layer would accomplish the same thing and will use it instead of flannel next time I make masks.

The material most commonly used to make them is polypropylene.
