The meaning of that goal is that it indicates you are testing a large enough population to be significant. It is more of a rule of thumb, but a higher number means you are either in serious trouble or you are testing with bias. A common bias is you are just testing people who show symptoms. Of course, it assumes you are testing randomly. It is certainly possible to bias the results by testing more heavily in areas where good practices are being followed and avoiding areas where more risky behavior is being practiced.

Selectively recording data might be a problem also. Florida seems willing to just not release all of the data. Some hinky things were happening in Georgia. And Texas seems to be a complete mess.

The rule of thumb was developed by data collected in other countries.
