I don't think the strategy has been not to sell. UUNET went for something like 10 times revenues and I suspect Bill felt PSI should bring the same price, but probably never got that kind of an offer. Then each subsequent deal went for lower and lower multiples of revenues. And here we are. Now, I suspect they are in a position where they must perform to ever attain what Bill had originally expected as an attractive take-out. I certainly don't know, but that's my guess.
