Shut everything down, immediately create millions and millions of unemployed. Tell them to stay home. Stay separated. Keep everyone far outside their comfort zone.

Wait for the inevitable spark.

Civil unrest was going to come as the food situation deteriorated going forward.
Sparking it ahead of that time, then quelling it and tightening the police state in response makes perfect sense.
People still have things to lose now.
Later, as the system breaks down more completely, there will already be measures ready to put into place that would be supportable only with a tightened police state.
