Too many people would have to be in on the hoax for too long to pull off such a hoax. Conspiracies exist. Sometimes they can stay secret for a time. But usually they are of modest size (three people can keep a secret if two of them are dead), or their period of secrecy is relatively short.

In the case of the moon landings not only would you have to have a massive secret conspiracy that lasts the better part of a human lifetime, you would also have to have a full willingness to pay most of the cost of going to the moon anyway, the rockets were real, the massive contracts with and work by all sorts of companies was real.
