Thanks for the link. I'll wait for other media outlets to confirm the facts.

Assuming they do, however, then yes, a second-degree murder charge is warranted.

Not sure why the article that you linked to suggests first-degree murder, however, unless there is other evidence proving that the officer wanted to go kill someone that day.
