That's because the virus doesn't strike political protestors in groups of 99. Only when they get in groups of more than 100 does the virus react.

If the groups are non political, then the virus goes to town on groups of more than 12. And if anyone walks into a small business, no matter what the size, the virus goes for the throat. It kills indiscriminately

The virus is highly intelligent and quite discriminatory. If it were human it would be fascist, no doubt.
