I don't think that Penn's entry into the space will have much of a financial impact on DKNG. Penn may pick up some market share, but it may be regionally tied to their casinos. They may pick up some market share, but bear in mind that the market today is only a fraction of what it will be in the future.

I don't know if you read the interview with Nigel Eccles that was posted earlier this week...

...but Eccles seemed to think that it is a two horse race (DraftKings and Fanduel) and that someone would have to spend $500 million to compete at their level. I don't see Penn spending that kind of money.
