The ruling is a major defeat for Trump, who tried to terminate the program in September 2017, but was blocked by several lower courts from fully ending it.
Trump has the authority to end it, but didn't follow proper procedure.

The ruling was made on the grounds of procedure. It wasn't necessarily on the merits of DACA itself. (Even though the four liberal justices would have used any excuse to legislate from the bench, in this case their excuse was a valid one.)

Just another example of the Trump administration being utterly incompetent, resulting in a victory for the left.
