Previously, the U.S. government bailed out General Motors in exchange for preferred stock. The subsequent sale of the stock allowed for complete recovery of the government investment.
They DID more and GOT more than that:

I can see no reason something similar will not happen
with the airline industry. With autos there was a risk to
American automakers that they could not sell profitably
due to foreign competition. With airlines there is not a
chance that KLM will swoop in and take over the DEN
to ATL route.
