NY, NJ, MA, MI, CT, and a couple others "let it get away" through incompetence and inattention. Other states have pretty much done what they could.
It is astonishing to me how totally detached from reality you are and how much you apparently believe other people are. If it wasn't for the example of Trump, I wouldn't even believe that someone who can read and write could be as detached from reality as you at least pretend to be.

Massachusetts reaches record low with 1.6% infection rate

Massachusetts recorded its lowest seven-day average coronavirus test positive rate on Friday — just 1.6% according to health officials — while other states such as Arizona skyrocket to more than 27% as part of an ongoing nationwide surge.
Test positive rates are considered to be an important marker of reopening readiness according to the World Health Organization, which recommends a rate of 5% or lower for at least two weeks until a country or state should reopen.
Massachusetts has seen a steady decline in the rate which was 3.5% on June 10. Overall, it has gone down 94% since April 15 when it was 22.6%.
But other states that are currently experiencing a spike in cases cannot share in the Bay State’s success.
According to Johns Hopkins University tracker, Arizona has a seven-day moving average of 27.4% positive tests. In May, that number had gone down to around 6.5% but steadily increased.
The tracker shows Massachusetts has a test positive rate of 2.6%, a point higher than reported by the Department of Public Health, which still shows a stark contrast to states like Arizona, or other hot spots such as Florida.
Florida has a test positive rate of 19.6% according to the tracker, and South Carolina isn’t far behind at 17.6%.
The test positivity rate in Texas, another state that is spiking, at 16.1% and in Georgia it’s 14%. Many of these states were among the first in the country to reopen.
On Wednesday, Atlanta Mayor Keisha Lance-Bottoms signed an executive order mandating masks in Georgia’s largest city, defying Gov. Brian Kemp’s decision to strongly encourage but not require face coverings.
Data released Wednesday showed that 82% of Georgia’s critical care beds are in use, although not every patient in a critical care bed has COVID-19. In three of the state’s 14 hospital regions, fewer than 6% of critical care beds were available.

COVID-19 hit Connecticut hard early on, as cases spread from the hot spot of New York City into Fairfield County and beyond. By mid- to late-April, the state often saw more than 100 coronavirus-related deaths each day, with a peak of 204 deaths reported on April 20. At the same time, Connecticut had nearly 2,000 patients hospitalized with the virus, threatening to overwhelm the health care system.
Now, the state has fewer than 100 hospitalized coronavirus patients and this week had two separate days with zero coronavirus-related deaths.
