My issue is that the science on well-person use of masks is not that good.

Lots of things need new research. But the world doesn't stop while we're waiting for definitive results. We have to go with what we've got. And then there's also the "don't let the perfect be the enemy of the good." The world forces decision making under uncertainty. In masks you have common sense indications that they will do some good. The cost of wearing them is not high. While we wait, we can do something that surely does some good and we can do it on the cheap. That sure beats waiting around for perfect science to provide you the definitive answer.
