It seems the best case scenario overall is "death by a thousand cuts". 3 Gorges Damn failure would certainly hasten the process. I'm starting to lean toward grid down by 2023. Another process hastener. And the actions of govts. and tptb toward the citizenry will become more unpredictable, inconsistent and intrusive. Cuomo must have said the words comply, compliance and forced compliance nearly a dozen times in the last "briefing" he gave (while simultaneously positioning himself for a run at the Presidency).
