It's like the Peter principle was applied on steroids, everybody promoted to a level just above their competence,
After working with a state agency for a couple of years, I concluded that the Peter Principle does not apply in Govt. I watched one manager get promoted 2 levels above her level of incompetence. The truly sad thing is that she was probably the best available within the team.
