"Well, whats it due to ?"

Excerpt from wsj:

Compaq Computer Corp.'s blockbuster buyout of Digital Equipment Corp. could imperil an earlier deal between Digital and Intel Corp. that is still under review by federal antitrust enforcers.

Late last year, Digital agreed to sell a chip-making plant and production rights to the company's ultrafast Alpha processor to Intel for a package valued at $1.5 billion, including $700 million in cash. The deal ended an acrimonious patent dispute in which Digital alleged that Intel stole key Alpha technology for its flagship Pentium chip line.

The point here is that intc may not get the plant and equip, so they will increase their spending by 700 million. They said they would do this, in the event of the deal falling through.
