You can turn that argument arount easily. If you build CPE modems you only have to compete with 3 billion dollar companies while in the central office your competitors will be 30 billion dollar companies that won't even notice if they loose a few million dollars in the ramp up phase. As far as I know Westell is building CPE equipment too but I have no idea about its competitive position in that area.
