What it does is gives some airline workers their pay for a few extra months at taxpayer expense. I don't think the airlines have to pay most of this money back.

If a Democrat had done that, we would never hear the end of it. But it does help to keep the economy going for a short while. The rationale for it is that maybe we'll get a vaccine soon enough to prevent a full collapse. Although a GDP down 32.9% in one quarter is pretty close to "a full collapse". I think government largess is the only thing holding things together at the moment.
