Arrests have to be done legally...

Separating the protester from the ones rioting and doing damage to property isn't so easy to do so quickly...

They could all be surrounded and then warned with a loud speaker that if you're protesting only then move to the next street and that those who refuse will be arrested...

Some kind of advance warning, and then an arrest can follow, this would be closer to typical police procedure, e.g., to warn first that the next step is arrest and that if all you're doing is verbal protesting then take it to another street before the arrests begin...

Refusal to move per police instructions, even as a peaceful protester, would be probable cause to execute a legal arrest...

Once at the station, they can be sorted out...
