You're absolutely right... what I laid out was only the basics, someone out there at 4 am is very likely up to nothing good and has to explain why he's there and where he's going... In absolutely no way am I suggesting any protection for those trouble makers, just that in order to avoid a false arrest there are certain guidelines that need to be followed... Another very simple way to end it all, plain and simple, is to surround them completely and tighten the line around them until all of them are taken down with arrest, there's nothing illegal with detainment when one's behavior is suspicious... All in all, the way they've been allowed to rant and destroy is clearly criminal and the mayors of those cities and governors of those States need to be taken into account for their obvious enforcement of such criminal behavior and why they've ignored protecting the law biding citizens in that area... GZ
