A couple folks 100 yards off with a good pellet rifle aiming at feet will turn a crowd after a dozen hits.
Some years back I came across an article that discussed something along these lines. Park a pickup 100 yards away, with the tailgate facing toward the rioters next intersection over. Couple guys lying in the bed with suppressed, scoped rifles. Take our a few of the rioters and then truck speeds away.

Cops won’t control the crowd, this will.

Lather, rinse, repeat.

(I don’t think the article talked about shooting for the feet)
