Tim, Can those performance characteristics be obtained (given your concerns) via existing the fiber and it's specs that Quest is currently using? The performance should come from the DWDM equipment being "changed out" or upgraded for UDWM? I am bascially asking the question: does this technology use a whole new fiber type which could have QWST redigging?
