Lie. Anyone who listens to Trump's words can clearly hear he never said it. He pointed out there were fine people on both sides which there were, but specifically excluded neo-Nazis. Specifically.

If you parse his words, you can find at least plausible deniability. There, I said it.

Since we all know that Trump doesn't do parse, and in context of other things he says and does, and then there's the question of whether those who were protesting the removal of the statues, however quietly, are very fine people, it is not surprising that the takeaway would be what it has come to be.

I would call Biden's charge understandable overstatement. I, personally, would not assert that charge.
