The problem is, a lot of brokers will not allow you to sell OTC shares that are not held in your account (short sell). That is, you would have to deposit the shares BEFORE you could sell. By calling for certs, RMIL holders could make selling difficult.

David, don't you know that anyone can take their certs to a local broker and sell? No difficulty, David, no difficulty.
