The FBI wanted to spy on Trump, so they had to create a justification by pretending Trump campaign volunteer Carter Page was a Russian spy. The FBI knew in August 2016 that Carter Page had helped the CIA nab Russians. They hid that from the FISA court for nearly a year, until Page went public with his CIA work.
