I disagree. Hate is easy to legislate. We had the war on drugs which destroyed the black family while protecting white drug users. Racism was institutionalized into our entire justice system. Rush Limbaugh got caught with illegal drugs and getting doctors to write illegal prescriptions but he went into treatment, not jail. The poor guy or the black guy goes to jail and sometimes they keep him locked up for decades. We need to coddle the white criminal. It's easier for prosecutors to go after the poor because they can't fight back. The police know this too. Same with the judges. They want easy cases, cases that can be done within seconds. A rich man with the same offense might be in court for years. Look at Flynn. He admitted he committed felonies in 2017 and he still hasn't spent a day in jail. If I did that, I'd be in jail the same day.
