As your posted source states
The majority of HGLs produced in the United States are byproducts of natural gas processing, and the rest are produced at crude oil/petroleum refineries.

And further, natural gas is cheaper than HGL (hydrocarbon gas liquids) while naphtha aka kerosene, or corn starch are costly products.

Naptha has more value being used as fuel for camp stoves, or used to make laundry detergents, or as a solvent for paints. Corn starch is more valuable being converted into sugars, puddings, or fracking gel.

Making plastics is a very flexible process, so maker would only pay to use costly kerosene (naphtha) or corn starch if they have no access to natural gas, and I have no idea where that sort of plastic maker might be located.
