'Consensus' is such a nebulous term ... wiki here says it doesn't mean 'unanimity' but it's often taken to be virtually the same thing -

Context is key here - in what circumstances did the new minister use the term? ... if he actually did [it's consenso in spanish], and to what questions was he responding
