CA isn't particularly population dense. Even CA's major cities are not particularly dense for major cities.

And if they were it wouldn't refute or seriously respond to my point anyway. Development restrictions, process requirements, and requirements that housing developments all contain more and more things all increase costs even in very dense locations.
