Appearance of being political be damned. Barr is trying to protect the integrity of and trust in the "institutions". He doesn't have the beat of the public. People are outraged by the dual application of justice and law. One for the connected and another for the average Joe. Unlike Trump, Barr is no warrior. This investigation has been going on for several years. Barr should have kicked ass when he took office and scared the shit out of Wray to deliver all those documents asap. CTH wrote about this coup as it unfolded and supported by open source documents. Barr should know this within 60 days of taking office and probably did. McCabe, Wolf, and Clinesmith got a slap on the wrist we would have been convicted and sentenced to 10 years of hard time. Barr has the wrong priority. Equal justice under the law trumps protecting these gov't institutions - DOJ, FBI. Trump will get reelected and watch how he quickly he replaces Wray and other DS operatives. Then ensures the coup participants get prosecuted and jailed.
