but it still comes down to the states and EC weighting right ?

just like up here provincially we had the lefty NDP win Ontario YEARS back now.. a provincial election first and only (I believe but I am native QCer) time under Bob Rae (Who later became a Federal Liberal LOL) He won a MAJORITY in the Assembly with ONLY 39% popular vote ... I was one of those votes :)
