Electoral college *protects* small states by design.. that was the point of it... rewards was an interesting choice of words.. It's not perfect.. but in a pure population based democracy .. ie.. plebiscites like your 'propositions' .. Imagine 51% WANT ABORTION , 49% NO.. . you simply cannot ignore a 49% minority .. well we won the vote.. doesn't work in reality .. that is the problem.. EC tries to address that much like seats in our parliamentary system.. not perfect.. but better than the alternative .. Like any artifact ... humans game it.. Many years ago I voted NDP for Bob Rae as provincial leader.. many voted NDP as a protest.. He won a MAJORITY of seats with 39% popular vote.. !! He lost next election .. but actually made a lot of the hard fiscal choices that the Conservatives and Liberals were to chicken $hit to execute... I have not voted NDP since.. but I do not regret that vote..
