For that matter how many programs make use of the Scroll Lock, SysRq, Break, Pause buttons
on a PC keyboard?

Yes, but the buttons on the mouse are different from keys on the keyboard in that they generally apply to the thing to which the mouse-pointer points. Thus, for example, the 2nd mouse button is typically used to bring up a menu with actions that are only applicable to that which the mouse-pointer currently points. If there is no equivalent functional support in the application, then there is no way to map it to the mouse buttons. Moreover, how is it able to translate the mouse-pointer position into the proper instructions to send the action to the thing to which is being pointed?
