Pierre,

Hyundai and LG realize they can't afford to purchase anything, because they are broke(at least by American standards). So they tell ASML or Canon or Nikon that the steppers they ordered for delivery in '98 can't be delivered due to their inability to pay, but they think they will be able to afford them and say, "We want them, but when we get some cash". So the stepper makers have tools they can ship to other customers, but the push out means they don't have to order as many new lasers, because their supply is sufficient for the time being.
