There’s always the second term.

If Trump wins and we hold the Senate it will still be difficult for Trump to get his picks approved. If we don't hold the Senate it would be impossible. In that case Trump's best course would be to shut down Congress and appoint the people he wants.

Lots of potential "what ifs" coming up. If worse comes to worse, Trump could appoint and the Senate could approve as many judges between Nov 4th and the end of the year as possible.
