My suggestions:

It looks to me like you decided to monitor this thread, but have NOT POSTED ANY RULES. And rather than ban posters from this thread, you lock them out of SI altogether, I think that has created confusion.

I suggest that you write out some rules, even if it is as simple as "no personal insults" and enforce them meticulously by banning the offenders from THIS THREAD - until even the most determined sees the light.

But the punishment needs to be equal. If it's a week for one, it's a week for all - no playing favorites.
