Unfortunately this is the only viable strategy even with a vaccine. The virus isn't going away so herd immunity is necessary.
Well yeah, technically speaking "herd immunity" is the ultimate goal no matter what. Scientists estimate that 70% of the public will need to be immune to the coronavirus before "herd immunity" is achieved.

The question is how we will get to that 70%, because the only two ways to build up an immunity is either getting exposed or getting vaccinated.

Exposing everyone to the coronavirus just to get to 70% is not a viable strategy. Even if the death rate is around 0.5%, that still represents potentially a million American deaths. And if hospitals get overwhelmed, the potential death toll could be even greater, given that the 0.5% death rate factors in modern methods of treating patients who exhibit severe COVID-19 symptoms.

Unfortunately, that seems to be Trump's strategy. Just accept that exposure is inevitable, rather than mitigate the spread as much as possible until a vaccine can be widely distributed.
