I'm surprised that an ID DOCUMENT should be "at the choice" of someone. In my part of the world IT'S COMPULSORY. If you want to get a driver's license, or a passport, or register a birth, or obtain any official government document, etc, you have to be able to Identify yourself.

Before Trump did something effective about that Border Wall, anyone could have crossed the Mexico/US border into California or New Mexico (and from California into Nevada) and cast a vote, and then gone back to Mexico again !!

And what about Voter registration for a US Citizen to only be able to vote in a particular constituency ?
