Packard Bell was going to use the Cyrix chip...then switched to Intel...could be a couple of reasons for this.
1. Cyrix couldn't provide enough chips.
2. PB decided to wait on a faster grade of GXm...MMX instructions.
3. Intel saw what was about to happen, had already lost some low end to AMD and made PB a deal reminding them of the past relationship you alluded to.

As far as loyality to Intel vis a vis the bailout a few years ago. Maybe but with NEC owning half it's unlikely that PB would need another bailout from Intel or get one so I would be surprised if PB would stray from Intel. They were about to.
BTW, PB is a boxmaker on the way down.
