It is 2/3's to amend the Constitution.


Please re-read Article 5. 2/3 can call a convention, but it takes 3/4 to ratify.

"shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States or by Conventions in three fourths thereof"

38 states to change the constitution, the changes we would want have zero chance.
